Hulk accidentally gained his powers during the testing of the gamma bomb that Bruce Banner himself had helped create. Bruce Banner later transforms into the Hulk when he gets excited or frightened, as the metamorphosis into the Hulk takes place during the release of adrealin. For the most part, Bruce Banner has no control over the strong but stupid Hulk or any memory of what has taken place during his time as the Hulk.
